Jesse McCandless is an experienced field technician and research associate, producing ecosystem assessments in Central and Southern California coastal wetlands and riparian communities. He has performed assessments of plant and arthropod ecosystem health as well as water quality testing that has been included in Environmental Impact Reports (EIRs) and other various documents. Mr. McCandless has studied and reported on the effects of natural disasters on wetland and coastal communities. He has been involved in various Initial Study/Mitigated Negative Declaration (IS/MND) and EIR projects in Los Angeles and Santa Barbara County. He has been involved in with a variety of residential development and other land use projects.
Mr. McCandless has experience in environmental planning, CEQA, land use planning; the preparation of Specific Plans, Master Environmental Assessments, program and project EIRs, Supplemental EIRs and Addendums to EIRs, IS/MNDs and Categorical Exemptions, including the preparation of EIRs, review of EIRs, and mitigation monitoring programs for the City and County of Los Angeles.
He has been involved in with a variety of residential development and other land use projects. In addition, he has assisted with EIRs for schools, such as Castaic High School in the Santa Clarita Valley, and the IS/MND for Flintridge Prep in La Cañada Flintridge, as well as others. He has specific knowledge of the CEQA guidelines with respect to noise any readings are not above the legal thresholds. At each Project site, he determines which surrounding areas would contain sensitive receptors most susceptible to Project related noise. Here he takes the appropriate readings with a Precision Integrating Sound Level Meter, and with that data, can determine which areas are within the legal thresholds and which will need mitigation to continue operation. If mitigation is necessary, he will address the most effective mitigation measure necessary to bring the Project’s impact to less than significant in the Environmental Impact Report.
