Water system Master Plan

The City of Solvang updated its current Water System Master Plan to ensure adequate and reliable water supply and infrastructure to meet future demand. Meridian Consultants prepared a program EIR which met several City objectives, including a change to an existing water right permit.


SWRCB modified existing water rights permits for Bradbury Dam, which serves the City of Santa Barbara and multiple other local water districts. Meridian Consultants assisted in the preparation of CEQA documentation and provided expert witness testimony.


In an effort to increase local water supplies, the City of Solvang identified six potential future well sites to be connected to their system for its distribution. Meridian Consultants prepared a Mitigated Negative Declaration to evaluate potential impacts from drilling and future water supply and sustainability.

Meridian Consultants is a leader in completing water rights permitting and the associate environmental review. As the lead environmental consultant for the State Water Resources Control Board (SWRCB) Water Rights Division, we are responsible for assisting the Division with the environmental review of water rights permit applications throughout California.

Our senior staff has experience in water banking and water purchases and transfers. Through a variety of projects, we have worked with water agencies and water banks to address the short- and long-term environmental issues associated with these projects. Through our involvement, we have become experienced in the intricacies associated with habitat issues; movement; and storage of water through a variety of methods; water quality and mixing issues; and water rights implications.

Meridian is recognized statewide as a leading preparer of water supply assessments (WSAs) required under California Water Code Sections 10910 and of water supply verifications (WSVs) required under Government Code Section 66473.7. We have provided water-reliability planning for projects in communities across the state and are regularly sought out to prepare WSAs in areas where water supply is a complex and controversial issue. Meridian provides water-reliability planning consulting services as a stand-alone service or as part of a comprehensive package of services that also includes CEQA compliance and other related support.
