Mr. Locacciato is an urban and regional planner with more than 30 years of diverse experience in planning and environmental analysis. His background in consulting, public sector planning, and private development results in an understanding of the relationships between land use regulations, environmental impacts, and the implementation of projects.
Mr. Kirikian’s experience related to Air Quality and Climate Change includes preparing air pollutant emissions inventories, dispersion modeling, and health risk assessments (HRAs) for residential, commercial, and transportation projects utilizing the CalEEMod and AERMOD models.
Mr. Kirikian’s experience related to Noise includes assessment of a variety of mobile (aviation and vehicle) and stationary noise sources associated with urban development and infrastructure projects, with specific expertise in utilizing SoundPLAN, Aviation Environmental Design Tool, and FHWA TNM models.
Mr. Gibson has more than 40 years of experience managing and conducting environmental studies related to water resource projects throughout the United States. His clients have included federal, state, and local government agencies as well as private-sector clients.
Bruce Lackow, Principal Consultant
Mr. Lackow is an environmental planner with more than 25 years of experience in environmental consulting. He is adept at preparing all forms of CEQA and NEPA documentation and has extensive experience in successfully completing the requisite documentation for highly complex and often controversial large-scale projects.
Ned Baldwin, Senior Project Manager
Ms. Lan is an environmental compliance practitioner with over 7 years of experience in planning and environmental analysis. Her background in transportation and school planning gave her the necessary understanding to successfully manage CEQA and NEPA projects for the federal, state, and local agencies.

Throughout his career, he has successfully managed and contributed to the preparation of environmental documentation in compliance with CEQA as well as NEPA Mr. Baldwin’s project experience includes multifamily developments; retail and commercial sites; schools; parks and recreation facilities; and transportation infrastructure.
Matt Lechuga, Marketing Manager
As Marketing Manager, Mr. Lechuga directs Meridian's marketing activities and is responsible for developing and implementing marketing programs and plans to support the expansion of the firm's market presence and growth. He leads efforts such as preparing and submitting proposals, working with technical staff on the creation of engaging and informative content, developing advertising materials and campaigns to increase brand awareness, and doing market research combined with data collection and analysis to track strategy success.
Mr. Lechuga graduated from the University of Arizona with a degree in Journalism and recently completed his MBA at the University of La Verne. Prior to working at Meridian he developed graphic design, layout and editing skills working at newspapers in Arizona and California.
Thomas Brauer, Graphics Specialist
Mr. Brauer is Meridian's premiere graphics design and coordinator. Looking at a project from conception, Mr. Brauer uses his experience and expertise to assess graphics needs and make recommendations to the project managers which maximize project budgets and time efficiency. Tom has been in the environmental consulting industry for over 15 years. In addition, he has experience in GIS and AutoCad.
Lisa Maturkanic, Senior Administrative Operations Manager
Mrs. Maturkanic has more than 10 years of administrative and publications experience in the environmental consulting industry. Her experience includes managing special projects, word processing, editing, graphics design and coordination, document production and distribution, and project support. Her roles with Meridian include office management, managing time and budgets for the publications department, and designing and implementing protocols for use by the firm.
